OBJECTIVES:

By the end of the training, participants will be able to:

  • Understand the principles and processes of risk analysis and assessment.

  • Identify fire and explosion hazards in petroleum facilities.

  • Conduct hazard identification techniques (HAZID, JSA, etc.).

  • Apply qualitative and quantitative risk assessment methods.

  • Recommend and implement effective control measures.

  • Understand emergency response planning in the context of risk.

DAY 1: INTRODUCTION TO FIRE RISK AND PETROLEUM INDUSTRY HAZARDS

  • Overview of Fire Risk Management

  • Fire triangle & fire tetrahedron in petroleum context

  • Common causes of fire in petroleum operations

  • Historical incidents and case studies (e.g., Piper Alpha, Texas City)

  • Introduction to Risk Management Framework (ISO 31000 / NFPA 551)

DAY 2: HAZARD IDENTIFICATION TECHNIQUES

  • Hazard Identification Techniques:

    • HAZID

    • HAZOP (overview)

    • Job Safety Analysis (JSA)

    • Fire Load Assessment

  • Identifying ignition sources

  • Combustible materials in petroleum facilities

  • Use of Safety Data Sheets (SDS) in fire risk

DAY 3: RISK ASSESSMENT METHODS

  • Qualitative Risk Assessment (risk matrix)

  • Semi-quantitative and Quantitative Risk Assessment (QRA) basics

  • Likelihood and Consequence analysis

  • Fire & Explosion Risk Analysis tools

  • Bowtie diagrams and fault tree analysis

  • Risk tolerance and ALARP principle

DAY 4: CONTROL MEASURES & MITIGATION STRATEGIES

  • Hierarchy of Controls (Elimination to PPE)

  • Fire protection systems (passive and active)

  • Detection and suppression technologies

  • Layout and zoning for fire risk mitigation (ATEX zones)

  • Emergency response planning

  • Firefighting strategy based on risk levels

DAY 5: PRACTICAL APPLICATION & EMERGENCY SCENARIO DRILLS

  • Tabletop exercises with fire risk scenarios

  • Conducting a fire risk assessment walkthrough

  • Fire response planning based on assessed risks

  • Group presentations on scenario-based risk assessments

  • Final assessment & feedback
